I don't think it really changes anything. No one was really sure that it was illegal to begin with. Some speculated that it *might* be illegal under the DMCA. The Library of Congress simply clarified that it is not. This in no way requires that Apple provide ways to jailbreak; we will likely still have to wait for some clever hacker to figure out a jailbreak for each iOS release. It still voids your warranty, and you still run the risk of bricking your phone. The only thing that has changed is that Apple no longer has that avenue to go after you litigiously, an avenue they had never taken anyhow.
