Stone Never Came ?

I got this idea from another forum, but the guy had it wrong (lots of ?'s too). The red stamp/seal has what initially looks like Japanese or something, but upon closer inspection, each "symbol" is 3 overlapping letters.

I think I have all the groups of letters correct here:

Not positive if the Gs are Cs or vice versa. Same for M and W. But let's assume C and M for now.

There appears to be a beginning and an end each marked by OTN. Then each group of letters has 2 letters in common with it's adjacent group(s). Eliminate those and you get the letters: ANEVERMECSENOT

Obviously the word "NEVER" stands out. The rest of it, all I can make out from what's left is STONE and CAME. Is it a message that STONE NEVER CAME. Stone being the last name of sombe dude who was supposed to be there?
