I was irritated by this when I got my MacBookPro. I don't know if its always been there, or if it is new to Leopard (after installing the new OS is when I noticed it), there is a checkbox in the "Keyboard" pane of the "Keyboard and Mouse" System Preferences that says "Use all F1, F2, etc. keys as standard function keys."

Maybe this only shows up on MacBook Pros, but that would really surprise me.
